In July 1996, the Substance Abuse and Mental Health Services Administration (SAMHSA) issued the Synar regulation to provide guidance to states on enforcing laws prohibiting the sale or distribution of tobacco products to individuals under the age of 18. In December of 2019, the Tobacco 21 law raised the minimum age of sale on tobacco products from 18 to 21. (SAMHSA, 2024)
The Synar regulation requires that states conduct annual, unannounced inspections that provide a valid probability sample of tobacco sales outlets accessible to minors in order to reduce the illegal sale of tobacco products to individuals under the age of 21.
